She arrived as an abandoned, dirty, neglected, stray dog. How does any shelter know for sure that a stray is a pit bull/mix?

WAIF, an animal shelter on Whidbey Island, decided this friendly, playful, somewhat shy stray dog was a pit/mix. Based on what? Temperament? Appearance? Personal opinion? This kind of arbitrary labeling, especially of strays, dooms them to wait longer for homes and increases their chances of euthanasia. WAIF euthanized Tabatha.

What if she was really a dachshund mix like Chip or Peanut? Who can say for sure?
